Just the source was used. I found this young lady's beautiful face, her hair blowing in the breeze, was the perfect place to create 'dandelion parachutes'. The dandelion was created from her hair, by the way. (2 years and 289 days ago)

I love the idea, but maybe some ideas to improve? Hair is always diffecult to do, try to make the layer with the hair you added a bit transparant and then blur it with a soft 5px brush (make a new layer for this and make sure you blur all layers, check the box on top).
Furthermore you could try to warp the mouth a bit so it looks like she's actually blowing.
