Cute. The face of the PXLeyes character on the balloon seems flat rather than following the rounded contours of the balloon, however.
the metal rims is from image given, wait for a while for the sbs...

making the noose wasn't that hard..just a little..
the top part of it its just a straight rope,middle part some copy and paste
and the bottom semicircular part use puppet warp
