looks like a premanipulated image to me... You need to fix your source link so it goes to the original artists download page, not the actual tiny download you have given us.
It does look like a premanipulated image. It's not really a good choice for a source image as it is being so small to begin with. Your edges and borders of the image show a lot left over from the source image. Honestly, IMO, kind of sloppy work here.
