Sorry too small a high res to see good detail. Upload high res in future and it will seriously help your score. No high res? Then find one that is. Images that are of low quality are a bad choice to chop. Try to keep them at least 1000 px wide.

It's flat and has no dimension to it. Not to mention it really resembles the Steven King's Salem's Lot vampire.

Skin should be pale/ashen, not blue. More dramatic shadows and maybe some liquify to harshen the mouth expression might give a greater vampire feel.

I think you should have put just a tad bit more into the effect. Fangs I think are a given. Better luck next time.
