Seems odd that it's not hung right from the middle (or at least fastened)

Kyri, this hub-like metallic disc at the very top has a hoop which is secured to a hook attached to the ceiling. Now, this hook was pushed a little to one side. Trying to hammer the hook straight, may cause parts of the plaster of the ceiling to cave in.
