It's not selective coloring, he used tools and techniques that are allowed...
As Mikaelbg said Ade this is allowed you can check out this sbs to see how it is done.

Adjusting the color channels acts on the picture as a whole and therefore is not selective. Now if only the cab was in color and not the windows and signs ect. then it would be selective.
ok, had to ask.....there was no sbs, and so I wasn't sure.
