This is the picture that I started from.

I used the pen tool for basically this entire image so I will not be saying much in this tutorial. The Pictures sorta speak for them selves in terms of what I did next. Basically aI would just select and area and either fill it wit ha color, or use a soft brush to paint in part of the selection. And for the hair, I made several pieces then clumped them together and kept using those clumps over and over. And there were some layer styles used to make the hair a bit more interesting.

At this point I did do something other than using the pen. I took the original image and sharpened it a bit then overlaid it on my image and lowered the opacity way down. Just to give the image a bit more texture and to give her skin more shading.

Then I rendered some clouds, set the blending mode to overlay and makes out some of it so it was mainly over the white glow in the top left. Which I created with a big soft white brush.

For the finished look I added some glowys. Just made a layer with some specks and sparkles that have a slight outer glow set in the layer styles.
