Parts used from source pic..
Warp, transform to make shapes for balloon.
For the "earth" take a bit of grass from source pic, open pattern maker-generate. This will make a sheet of grass. Using pen tool, cut into circle, for the "earth" (with help from reference)
Take part of the sea to create the river ;)
Use part of sky from source pic, use basket from bicycle to create balloon basket and actual balloon...

Open new document, add sky and grass (earth)...

Add house
House roof created from the bicycle wheel, house walls and windows done with pen tool, added bevel for depth...

Add balloon to image...

Using smudge tool, create some grass popping out.. to make it look more realistic..and also smudge out some reflection onto the water...

Add shadows and highlights...

Add the people from reference image and add shadows/highlights onto them...
