Text should be larger and white against a dark background. Not a very exciting font anyway.

The posterized sky is a very cool touch. With all the empty space in the northeast quadrant, I don't see the need for the text to encroach on the cross atop the church. Making "Malta" bigger or a different font might be more 'postcardier.'

I did not say it was "off theme," just that the shutters are not the focal point.

A VERY SIMPLE test would be to show the photo to any 1 or 2 people, and ask, "What do you think this is a photo of?" Give them 2 chances to get it right. 3 or 4 even.

While "windows" would be close, "shutters" would probably NOT be guessed at.

So yes, while the photo is "on theme," that does not mean it accurately or effectively captures the theme, which are shutters. Not houses, foliage, cars, or other visually distracting elements...

True, but if you read the goal carefully, you will see that this is totally on theme. The theme seems to be pretty wide.

The shutters do not seem to be the focal point of this photo, they appear to just be part of the image, like the cars, railings, and foliage.

Author: Not just you, there are MANY entries NOT following the contest description.
Friiswiki, if you read the contest description, it CLEARLY states:
"landscapes which have a dark area on the outside..." That does NOT mean a nightscape with an illuminated area inside. Outside means OUTSIDE.

While I can well understand the desire to not exclude submissions, there is a very clear description of the contest, along with some very clear descriptions of an example:
"For instance a photo shot from the inside of a cave or through some bushes."

Nightscapes do NOT have "a dark area on the outside."
Contest descriptions are put there for a reason, and should be followed. That is why the suggestions page clearly requests:
"Please describe your theme idea as detailed as possible, with proper grammar and syntax, so misinterpretations are reduced to a minimum."

This misinterpretation of what constitutes a landscape with a dark area on the OUTSIDE is evident.
