Is "delicate" a euphemism for bland? I think a touch more saturation would add impact.

Nope, "delicate" means not heavy handed with oversaturated colors. "Pastel" might be a euphenism...
I like the fact that this allows the "sketch" effect to show through with just enough color for a bit of contrast and interest.
