Is there more than one shell ?
Yes, each petal of the flower is one shell, hand made with glue...so are many many shells in one flower.
There is one photo more at SBS where perhaps you can see the hand work done.

This work is done by a poor community, where small shells brought by sea are washed, glued one by one to form the flower and placed a wire cable. It is mostly done by the women of the fishing community and is a way to increase family income with something that is given free by the sea.
Very artistic, and great idea. Seem a little dark though.
