Brush clouds using stock brush. Paint some orange on a Normal and an Overlay Layer.

Make sea wall from this rock. Color Match to the Statue of Liberty.

Add statue from source.

Add head from the Statue of Liberty. Color Match the source statue to the Statue of Liberty.

Make cloak from this. Color Match to the Statue of Liberty. Lots of Warp. Puppet Warp the neck tie thing.

Add water making sure to get some nice water splashes for a good effect.

Add tablet and torch. As you can see, there was a lot of cloning to rebuild these.

Lighting and coloring.

Move torch to the right at an angle. Add more water splashes. And finished. :)
