Selected a blue feather to make the dress. Lots of copy, paste, warping etc... Repeat to infinity.

Some more, but on a smaller scale and liquify to change shape of feathers. Made them point in different directions for a little more depth because she's holding that part of the dress up.

Similar to the skirt, using different feather selections for the bodice. Tried to follow the curve of the white dress and the girls torso.

Used a selection of red and yellow feathers and twirled them to make a gem, then added blue feathers to make the rest of the accessory.
Also cleaned up stray hair, altered eye color and lipstick.

Desaturated the dress a bit and used burn tool to make shadows more visible. *this edits made after comment suggestion
