Remove background.

Refine edge. (as shown)

Select > Inverse

Delete

Select Layer (ctrl click)

Create a new layer

Edit > Stroke

Gradient background

(new layer behind man)

Use smudge to create "flames"

Change layer style to
Color Dodge

Use color burn and color dodge to create more light / dark areas on "flames"

step 7 of 21

new layer, soft brush light color to create areas for "smoke" then use smudge tool

Duplicate layer with "smoke"

(seen here with other layers visible)

Change hue on duplicated layer

step 10 of 21

reduce duplicated layers opacity to 50%

Duplicate "flame" layer and add Gaussian blur

step 12 of 21

Add outer glow to duplicated flame layer

step 13 of 21

bevel/emboss original "flame" layer

Glowing edge to man

step 15 of 21

hue/saturation on man

Inner shadow to flame layer

motion blur to to man layer

bevel/emboss man layer

Inner glow on man layer

added outer glow for more yellow.
