Adjust source image levels to slightly brighten it.

Enter Quick Mask and create a Reflective Gradient in the center of the image.

Exit Quick Mask and apply a Lens Blur Filter to the selected areas. Deselect.

Adjust colors with Image>Adjustments>Selective Color, adding more cyan to the yellows, more magenta to the blues, and more black to both. Increased color saturation with Hue and Saturation.
