Add a background using gradients and brush painting. Add a lighting effect on the background for the glow.

Isolate a group of apples.
Change the hue to a more golden color.
Add virbrance and saturation to give the apples a glowy look.

Place the apples in random places all over the tree.
Use layer mask, smudge tool and blur to blend into the tree.
Use the brush with a light brush setting and make the apples and edges of the tree glow more.
Blur slightly to make the glow fade more near the edges.

Isolate the horse, curtains and the top part of the medal that looks like a crown.
Crop part of the curtain, add it to the back of the man, distort it to make it in more of a cape shape.
Use the smudge tool to refine the texture and shape.
Place the crown on his head and remove his hat underneath.
Use the smudge tool to fix the mane and tail.
Add a layer for shadows to make the light come from the top left.

All that's left is to finish up the photo with a dry brush artistic effect to give it that storybook like look.
Use the magenta photo filter to color the surrounding area with the sunrise light.
Place using the distort and resize tool, to give the proper perspective.
