I drew out my design then begin to color it using the dodge and burn tools to create highlighting and shading

I continued to add color and highlights and shading.

I made the background blue, then drew in clouds using the burn tool to give "depth". On a layer between the cloud and background I drew a rainbow and faded it

I added swirl lines to give a directional feel
