I took the original picture and adjusted the levels so it looks better. Then I added a film grain filter to it. Then duplicated the layer and added a color halftone filter to the new layer. Also I have changed its blending mode to darken. Finally, I have added a poster edges filter to make it looks more comic style and decided to put a little black frame with the little text box like in a real comic. So the final result is this.
