Used puppet warp to make the head. Copied and pasted a part of the forehead to hide the baby's face. Soft eraser for finishing.

For lower eyelashes I used small soft brush and smudge tool.

Added the other details of the face and resized, distorted. For hair, I used this image...

I copied and pasted part of the hair, warped to fit and used smudge tool for curls.
