I started with one of the images

I then cut the person out on the second image and placed it on the first in a new layer

I cut the person out on the third picture and placed it on the first
step 4 of 4
I cut the last person from the las photo and placed it on the first and then using the eraser tool I neatened up the edges more then used the blur tool on the edges to neatten up further.
