Beginning with the background image, separate the sky from the bottom to make it easier for the moon placement and shadowing later on.

Bathing fairy steps. Select out the fairy from its original background and use hue and saturation adjustment to change coloring and then create reflection for the pond.

Follow same steps for kneeling angel

Position them where you want to in the water and ice float.

Follow same steps on flying fairy and place it in the scene.

Select out the fairytale castle from it's background and move it over to main piece. Use a hue and saturation to change coloration and create copy, flip and create reflection.

Select out the frog for the Fragon(frog-dragon) you will notice that it has a broken toe so fix before you go on. Change coloration with a hue and saturation adjustment layer. I cut things apart in the frog to create the wings and used the warp tool to get what I wanted. Change color of these as well. I also painted in an eye because it didn't have one. Place him in the sky where you think he looks best.

Here is the placement that I chose.

This frog is separated from it's background and color adjusted to suit the scene. I placed him where I wanted him and then created a swirl around him by using the elipse selection tool on the water, hitting control J to put it on a new layer, then select it again apply filter, distort, twirl. Use a luminance blend mode and adjust opacity to suit. The other swirls in the water are created the same way. So are the other frogs.

I used a moon brush and a pale yellow on a new layer, then positioned it between the sky layer and behind the mountains.

In this image you will see the way the wings are placed. I used brushes for the wings, on their own layers. Apply emboss to give some dimension. This is done for all the fairies.

The finishing touches were to add a full gradient layer with a darker blue gradient to even up tones and darken to evening. Then experiment with the blend modes and opacity till you are satisfied with the results. Create a sparkle brush and add sparkles in pleasing places.
