Added a new layer and filled it with black, reduced the opacity.

Add new layer fill with black, set layer blend mode to Color Dodge. Use soft brush with 5% opacity to paint in lights.

Added new layer set to color filled with blue, reduced the opacity. Made more highlights on the wall.

Added some christmas lights. New layer fill with black, layer mode to color dodge. Use 5% brush with the colors of the lights you want.

Decided I liked the warm feel of the picture better. New layer filled with brown set to color, adjusted opacity.
