I cut out the dog and put on a black background for an easier manipulation, then desaturated it.

Added a white color layer, blend mode at soft light 80% and masked some parts out.

I dodged out all the dark areas.

Used custom brushes to burn the spots

Placed back into the original environment, dodge&burn, blurred edges, sharpen spots, etc...
