My way to create splashes :-)

Copy the below part of the sea into a new layer and move the layer above the boat layer.
First use the liquify tool to create the big waves that crash against thh boat.
Then use the smudge brush to create more spiky waves.

Then use a spatter brush with a low opacity to carefully create the foam splashes on top of the big waves you just created.
Carefully build it up keeping in mind the direction of the waves. Easy, isn't it :-)

I changed the colour op the ocean a bit in the end...
