A Work in Progress: Baby Blue

Some basic retouching was done. Then the radial blur filter was used to create the swirling background. I erased the filter from the subject. Then I used a glitter brush (thanks to Obsidian Dawn) to complete the magical effect.

I used the simplest conversion to black and white that I know of....painting over the image with the mode of the brush set on COLOR at 100% with the color on white.
There are much more difficult ways to achieve black and white....but this seems to work every time quite well!

This is just a defining of light and shadow using the levels sliders.

Here I just painted in the color of choice with a very soft brush while being careful not to paint the figure. I also erased out the sparkles to keep them white.
