use your pen tool to draw simple shapes and then grungify them with the grunge brush
you could try duplicating the shape that you have and masking them both diferently this wil make it look less linear

create this large splater by warping and rotating the splater brushes and duplicating and then miroring to create a cool ink splat effect

combine all your elements that you have made on a desaturated image of old and scratched paper now use layer masks to blend everything togheter nicly
use layer mask and the splater brush on the layer of the models use it to make them more dirty looking

add more shapes coming from the models and use a large black soft round brush on the botom of the canvas to darken it a bit

make the bubles by drawing a circle and using a layer mask with a soft round brush to paint away the inside and somethimes the outside of the circle then grugify that by aplying the layers mask and making another layer mask and suing the grunge brushes on it
step 7 of 7
add some more stray splaters and rays of light then flaten the image and use an assortment of adjustment layers to get the final image
