I started by cleaning the ice cream from her mouth,cloning an healing brush

I used Portrait professional to smooth the skin, and change the face shape.

I then worked on the lips, making several layers, cloning, and healing brush.

Eyes next, changed the shape a little, added eye shadow, and finally added more eyelashes.

more work on the lips and the teeth.

I narrowed her face using liquify filter, the ear had got a bit misshapen, so I copied that from the earlier layer and blended it in.
