Steps
1. Select face and reduce noise. Lower opacity 50%
2. Use brush with yellow color over hair, change Blend Mode to Soft Light and Hue and Saturation to get red color.
3. Curves adjustment layer for color and contrast.
4. Black brush over lips, eyeliner, eyeshadow. White brush for eye whites, brow highlights, and lip highlights. All on the same layer. Gausian blur and Blend Mode to Soft Light.
5. On new layer use large black Brush around face. Gausian Blur radius 23 pixels and change layer Blend Mode to Soft light.
