Select the face using the magic wand tool go the filter menu choose for blur and surface blur. Follow the settings giving in the screenshot.

Keep the face selected, add a new layer. Choose with the color picker a golden color that you like from the hair. Select the brush and make sure you selected the airbrush tool and paint over the face. Set the layer to darken and lower the opacity to 48.

Click inverse on the select menu and paint over the hair with the same color and set this layer on overlay with the opacity on 26.

Add another layer, select the teeth using the magic wand tool and select the brush( make sure the airbrush is turned off). Paint over the teeth, enlarging the screen as needed while you are working. Set the opacity down and add a mask and mask the teeth until they natural white.

Add another layer, choose a color with the color picker from the lips and paint over them. Set the layer to darken and if you want so you can set the opacity lower.

Use the same color to paint over the eyelids and set the layer to darken also.

After you painted the eyelids you can use the blur tool to fix the skin a bit more, make sure the strength is low otherwise the result will look unnaturally.
