I used a star brush to make a line

I warped it.

I duplicated the image and rotated it.

Brought into liquify and did and liquefied than changed color. I then duplicated it and put the duplicated layer beneath the original one. I then Gaussian blurred the bottom layer then merged the top and bottom layers.

I then duplicated the merged layer and then flipped it and brought it together.

I made a blue circle, masked and removed the inside with a soft brush and then warped to the shape I wanted.

I the attached or merged the head of the jelly fish thingy and the tentacles.
