Open new document, press D to switch to black and white colors. Go to Filter/Render/Clouds

Next go to Filter/Pixelate/Mezzotint abd set it to Short Strokes.

Next go to Filter/Blur/Radial Blur and set the Amount 100, Blur Method Zoom, Quality Best. Do this twice.

Duplicate layer. Select one of them and go to Filter/Distort/Twirl. Set the angle on 100 degrees.

Select other layer, do the same filter only this time the twirl angle should be -100 degrees. Set the layers blending mode to darken. (the one that's above)

Now add the adjustments to both layers, I used hue/saturation with colorize checked. Try to get some nice blues.

In the end experiment with bubbles :)
