    What about Photoshop Elements 8?
    Low cost (60€ at amazon.de) and very powerful. When you invest 10€ more for the “Elements Plus” Addon, you get layers and curves…
    PSE is fully PS plugin compatible, so you can use nik filter etc..

    There are LOTS of free graphic software that gives you power and control starting from medium range (e.g. Paint.NET) to the highest levels, e.g. GIMP shop – a combination of GIMP with the feel (and look) as Photoshop.
    If you google for the terms “free graphic retouch” or something similiar, you’ll find a whole lot of good and free graphics programs.. just search a little!
