I am not a fan of the texture on the face either, but as I wanted to make it look like a painting, the filter effect had to be on the whole surface!

I understand that but if you use masks and layers, you can control how much of the filter effect goes where. You don't necessarily need to have the same strength of filter on the whole scene.
