i was just fooling around with the source image and made stuff look like it was glowing under a black light, so i added little flying lights. i dont know what else to add, so if anyone has any ideas i would love to hear them. thanks! (2 years and 72 days ago)

i added adjustment layers to change the colors and then i used the pencil glow to try and make little glowing lights and added an outter glow Reply »
