Is this legal to drive like this? I mean, he covered his sign

Hi, thank you again. The roof doesn't matter at all, it's about the dress in white anad red. This is in Sri Lanka, I suppose it's legal to drive there like this, for a wedding.

Not so sure this is a strong enough image,maybe a bit to subdued
There is a soft vignette on this to create a subdued feel, however, the focus is on the one red leaf with snow. What do you suggest to enhance?
