If you go by the thought that you can define things to mean virtually anything you want, then you're correct. Cat REALLY means dog. If you go by etymology than "can" means having the power or ability to do something. Adding "not" subtracts that through the negative, meaning you do NOT have the power or capability to do something. There are lots of things I probably "shouldn't" do, but that actually means I have the POWER or capability of doing it, but my judgement should prevent me.
