Background done with gradient tooled blurred blue rays
Head is a plate, whitened all over

The beak is a part of the clog painted with mixer brush tool

The bottom part of the beak is made with noodles of course.
Almost all of layers are stroked and layer effect rasterized to be able to refine the edges.

The eyes are eggs.
The beret is a real beret :-)
