Use puppet tool to push the top towards waist, add drop shadow, and create some stings to retain the hoop to the dress with shadows

Add shadows to hands on ball, blur, color, and noise up the balls for background dancers. Add the entire hoop backboard and pole with blu tint, add larger tinted balls to the background decor.
