Remove drop with patch tool. Cut out ballerina, place on new layer, Filter with plastic wrap filter, desaturate and change layer blend mode to overlay.
Select drops from source image, transform and warp them to fit around the tutu. Desaturate drops and change blend mode to overlay.

Continue selecting sections from source, transform and warp them to fit the ballerina outline.

I put each section on a new layer and changed the layer modes to overlay.

The arms were made from the same source selections as the legs. The fingers were made from some of the smaller drop selections from the main source.
All layers were desaturated and blended on overlay mode.

Yellow section of the source image copy, pasted, transformed to fit the pink drop under it. Blended on overlay mode.

Added different colour layers on colour and soft light mode to various sections.
I played around changing colours a lot till I was happy with the end result.
