Start with a black background
Add galaxy>Exclusion>85%
Add clouds, replace color blue with black then change layer>Screen>57%

Make a layer of colored blobs. I made two of these layers, slightly different from each other.

1st color blob layer was Linear Burn>100% and 2nd color blob layer was Overlay>27%. This is what it looks like over the galaxy.

Make a circle selection of the mossy rock and use Distort>Spherize to make it look more like a planet. I also used Distort>Liquify>Pucker & Bloat to make the roundness look more realistic. Inner and outer glow with light blue.

Altered rock colors to look more planet-like, with different layers of painted color each layer on a different setting like overlay or color burn.

Painted in shadows and hight lights, blurred and lowered opacity.

Repeated planet creation process for small moon and bigger moon/planet.

Removed rocket from it's background, removed the windshield and added in the light bulb.

Added the rocket to image, put in the seat from the sidecar and used clone stamp and layers of paint to make the seat look like it belonged on the rocket.

There is a windshield here that I later removed because it was in the way.

Here you can see the flames I painted. I added a motion blur.

I selected the wind blown dog out of his background as best as I could but lost a lot of details of his flying fur.

Here I try and draw in a lot of flying fur and fill in the gaps that I couldn't save from the original. I also made his body a little bigger.

Added the dog and made him fit in. You can see the windshield that I later got rid of.

Here it is without windshield and with flames.

Added goggles to the dog and distorted them to match the direction he was looking in. Transform>Distort. Painted a light blue into the lens of the goggles and changed the layer setting to Color so it looks like nice blue glass.

The last thing I did was resize the dog and his rocket to be bigger and more prominent in the image.
