Make a layermask en put the sharpness of the original back by removing the blur on the eye and parts of the hair.

Make some extra contrast for the eyes and hair.

Make a copy of the org. photo. put adjustment (hue/sat) over the layer and saturate it to no color at al. Go back to the copied layer. Put color dodge over it, then Control A on your keyboard followed by control I. Then put Gaussian blur over it as pleased. remove with white brush the area's you don't want.
