Same procedure for 2nd card. Made inner circle with elipse tool then free transform path for an middle circle.

Created middle large center chip by using masks on quarters of 3 colors of chips made earlier.

Letters added in upper right quadrant using the Card Character font. Instead of using a path to place the letters, I found it easier to just line them up and squeeze the number ten and warp into position. Blue background is layerstyle pattern Optical Squares

Here I duplicated four cutouts from the card back and placed them around the center - later they were clipped to the circular area in the middle.
