Completely desaturated the image, bumped up the contrast and brightness, then added a soft, light blue tint.

Painted the pole and bridle, reshaped and smudged the saddle and added shadow to the horse.

The completed pony. After merging the layers, I used the glass, paint daubs and texturizer filters. Then I added the background, texturizing it as well, and the frame.
