in a different document, create the stripes using gradient editor givin color black to white. when that is done, click filter- distort-swirl and give -450 until you get this image. save this image in a psd format.

duplicate your background image and put it above all layers, then click filter- distort- displace and give a value of 50, 50 in horizontal and vertical. click strech to fit and repeat edge pixels. then you get this image.

now comes the magic. to the displaced image apply a layer mask, and with a brush with black color, star painting until the velocipartor make ist aparition. keep doing that until you are satisfied. the use adjustment layer to give leves, hue and sat. and vibrance. and thats all. I hope you like it.
