draw this star and go to edit then define brush preset and call it "eye star"

draw this and go to edit then define brush preset and call it "hair"

with a white brush and hardness 100% draw the face then change its blend mode to color

do the same with the lips then add black stroke

make the same as the face whith red brush to the nose

draw with red brush with the hair brush we created

make the eye with the eye star brush

add circles to the cloth and change its blending to color then add 2 rectangles and transform them with wrap tool

add the background and use some burn and dodge to make some retouching
