Use gradient tool with black fg and White bg set to radial and difference mode stroke from center a number of times until a pleasing look.

Then switch gradient tool to linear gradient and overlay with a gold foreground color. Use a diagonal from top left to bottom right stroke.

Cut out tardis from second source pic. Apply minor blur and blur edges a little. Place in picture then finalize levels and curves adjustment to whole picture.
