Crop out- save selection then HDR Toning Soften and make highlights glow more, when done re-cropped with saved selection.

Layer styles overlay and satin to statue then added sun rays with clouds, motion blur, and overlay blend mode. Final levels adjustments on background, statue, base, and rockbottom.
