Turn into night:
Add a layer tinted in dark blue, change opacity and layer style to get a darkened picture. Erase the areas where the light should lid the ground.

Turn on the light:
Add a layer, draw the shape of the lantern (the glass), add an outer glow. Add some yellow where the light hits the ground (and around). Add a moon, some glow around the moon.

Add some strokes at the lantern, make it looks like there are some kind of light streaks emitting from the light...

Finally, the stars:
Add some stars, it's a cloudless sky. Add a smooth brush point, and copy-transform it to get the star.
