In this image, you can see how I created the basic frame, then I added a plane and added the image of the Ugly Cat, then reversed it.
I added a wood texture to the frame itself, a couple of lights, then I added an explode tool to the plane.

In Photoshop, I deleted the black background and changed the levels slightly.

I then used the path tool to cut out the part of the mirror I didn't need, then when I was kind of happy, I merged the layers together, Saving it as a new file in case I needed to make other adjustments later.
I then used the smudge tool to create more of the cats fur.
