Started with a cone.

Converted it to editable poly and made the top higher.

with ffd i made it a bit varied.

Push/pull brush to make it more varied.

I made the paper with the star tool then i extruded it.

Took it to realflow to create the chocolate on it.

Star tool again, then i scaled the top of it to look like this. Added twist to make it more interesting.
